In spite of this fact, the proud people of the Nagorno Karabakh have steadfastly asserted their desire for political autonomy, overwhelmingly approving a popular referendum declaring independence from Azerbaijan in 1991 and thereby affirming a distinct national identity driven by deep ethnic, cultural, and religious bonds.

In this true spirit of friendship, it seems appropriate for Congress to commemorate the victims of the Khojaly tragedy as Azerbaijani people mark the 21st anniversary of this event.

The extent of the cruelty of this massacre against women, children and the elderly was unfathomable. This anniversary reminds us of the need to redouble efforts to help resolve the Armenia-Azerbaijan conflict. The United States as a Co-Chair of the OSCE Minsk Group should intensify its efforts to reach a resolution of this protracted conflict.
