The United States remains deeply concerned by the fragile situation in South Sudan.  We continue to urge President Salva Kiir and former Vice President Riek Machar to take immediate steps to end the current conflict, and we welcome their agreement to send representatives to Addis Ababa for talks mediated by the Intergovernmental Authority on Development in the coming days.English

Together, we have strengthened military capacity through the construction and commissioning of Ghana’s first National Marine Police Training Academy. In fact, we continue to work with many branches of the law enforcement sector and have completed 23 training courses in the West Africa Regional Training Center that was established this year. There’s no doubt that partnership breeds success, and we’ve seen a number of successes partnering to counter drug trafficking and secure Ghana’s maritime interests. Over the course of the last year, MCAST conducted 38 courses in 14 countries as part of the long-running theater security cooperation initiative Africa Partnership Station (APS). APS, established in 2007, is a collaborative international security cooperation initiative aimed at improving maritime safety and security in the waters surrounding Africa by developing African maritime forces' information sharing practices, response capabilities, and regional interoperability. Monday, President Obama made his annual determination regarding country eligibility for the African Growth and Opportunity Act (AGOA) in 2014. In addition to continuing the eligibility of the 39 current beneficiary countries, the President reinstated Mali’s eligibility for AGOA benefits. The Republic of Mali will be a beneficiary country under AGOA effective January 1, 2014. With the addition of Mali, 40 of the 49 potentially eligible countries in sub-Saharan Africa are now eligible to receive benefits under AGOA in 2014. English

The United States is alarmed by the December 24 and 25 attacks in the Central African Republic (C.A.R.) by both Seleka and Anti-Balaka fighters against civilian populations in the capital Bangui. These attacks resulted in dozens of deaths, including several MISCA troops, and the large-scale displacement of those living in the northern part of the city. English

This morning, the United States -- in coordination with the United Nations and in consultation with the South Sudanese government -- safely evacuated American citizens from Bor, South Sudan. U.S. citizens and citizens from our partner nations were flown from Bor to Juba on UN and U.S. civilian helicopters. English
