By May 1, the Secretary of State must submit to Congress a country-by-country report on actions taken by the U.S. Government to encourage respect for human rights. This report is required by Section 665 of the FY 2003 Foreign Relations Authorization Act (P.L. 107-228), as amended by Section 2121 of the ADVANCE Democracy Act of 2007 (P.L. 110-53). After 2007 these reports were re-titled Advancing Freedom and Democracy Reports
