Kagame’s office is on top of a hill near the center of Kigali, Rwanda’s capital, and I took a taxi there, driven by a man in a suit and tie. Whenever I’m in Kigali, I am always impressed by how spotless it is, how the city hums with efficiency, which is all the more remarkable considering that Rwanda remains one of the poorest nations in the world.
