Everyone seems to want a part of the action as the African heads of state, who were invited by President Barack Obama, attend the summit from 4 to 6 August. One can rightly ask: who can claim to speak on behalf of Africa?

The next time a major crisis that needs swift military action breaks out anywhere in Africa, an African force will be on high alert to intervene within days. Doubts remain, however, about the cost of the force and who will take care of the final bill.
