It was from the ashes of these terrible fires that arose the Nagorno Karabakh democracy movement that has, after many terrible years of Azerbaijani war, blockades, and aggression, resulted in hard-won freedom and democracy for the proud citizens of this ancient Christian land.

Since declaring its independence from the Soviet Union, Azerbaijan has been a reliable friend and valuable ally of the United States in a turbulent region. In this true spirit of friendship, it seems appropriate for Congress to commemorate the victims of the Khojaly tragedy as Azerbaijani people mark the 21st anniversary of this event.

This anniversary reminds us of the need to redouble efforts to help resolve the Armenia-Azerbaijan conflict. The United States as a Co-Chair of the OSCE Minsk Group should intensify its efforts to reach a resolution of this protracted conflict.

Far from crushing the spirit of Azeris, the atrocities of Black January instead consolidated the rising independence movements in the country and united the Azerbaijani nation in its quest for freedom. After 23 years Azerbaijan represents a flourishing country where democratic aspirations of Azerbaijani people have been materialized as they continue diplomatic relations with the United States.

With a population of approximately 7,000, Khojaly was one of the largest urban settlements of the Nagorno-Karabakh region of Azerbaijan.
