The Combating Terrorism Fellowship Program (CTFP) provides education to international security personnel as part of the global effort to combat terrorism. The U.S. Department of Defense program assists key countries in the war on terrorism by providing strategic and operational level education and training to mid- to senior-level foreign military and civilian officials with a direct role in combating terrorism. Policy oversight is provided by the Assistant Secretary of Defense for Special Operations/Low Intensity Conflict & Combating Terrorism while program execution and financial management is administered by the Defense Security Cooperation Agency.

Kelley Barracks, the headquarters of U.S. Africa Command, is located in Stuttgart-Moehringen, Germany. Once the site of a nursery, the land where Kelley Barracks is located was purchased in 1937 by the German military. The military agreed not to cut more than 20 percent of the wooded area, resulting in the natural beauty of the post today. The installation served during the Cold War as the headquarters of the U.S. Army VII Corps, which provided NATO defense to southern Germany. About 1,700 people work at Kelley Barracks, including military, civilians, and contractors.
