A common position by African countries on mass withdrawal from the International Criminal Court will not be reached until June when a committee tasked to engage the UN Security Council reports back. Contrary to reports that 34 African countries resolved during the 26th African Union Summit in Addis Ababa in January to withdraw from the Rome Statute that established The Hague-based court, a report of the meeting indicates that the leaders only mandated the Open-Ended Committee of Foreign Affairs Ministers to discuss the intention with the UNSC.

The United States is pressing on with its economic interests in Rwanda, even as it continues to express disappointment at the recent changes to the country's constitution which allow President Paul Kagame to run for a third term. The U.S. Secretary of Commerce Penny Pritzker arrived in the country on Wednesday for a two-day visit that is mainly focussed on strengthening economic ties between the two countries.

The United Nations Security Council should place an arms embargo on South Sudan, while the oil-rich country's President Salva Kiir and a rebel leader qualify to be sanctioned over atrocities in a two-year civil war, U.N. sanctions monitors said in an annual report. The confidential report by a U.N. panel that monitors the conflict in South Sudan for the Security Council stated that Kiir and rebel leader Riek Machar are still completely in charge of their forces and are therefore directly to blame for killing civilians and other actions that warrant sanctions. A copy of the report was seen by Reuters on Monday.
