Kelley Barracks, the headquarters of U.S. Africa Command, is located in Stuttgart-Moehringen, Germany. Once the site of a nursery, the land where Kelley Barracks is located was purchased in 1937 by the German military. The military agreed not to cut more than 20 percent of the wooded area, resulting in the natural beauty of the post today. The installation served during the Cold War as the headquarters of the U.S. Army VII Corps, which provided NATO defense to southern Germany. About 1,700 people work at Kelley Barracks, including military, civilians, and contractors.English

In May 2010, President Obama signed into law the Lord’s Resistance Army (LRA) Disarmament and Northern Uganda Recovery Act. According to the U.S. Department of State, the U.S. strategy aims to assist the governments of Uganda, Central African Republic, Democratic Republic of the Congo, and South Sudan, as well as the African Union and United Nations to “mitigate and end the threat posed to civilians and regional stability by the LRA.
