A confidential report to the United Nations Security Council found there have been attempts to smuggle weapons from Democratic Republic of Congo through Rwanda to rebels in Burundi where a political crisis threatens to spiral out of control. The report by experts who monitor sanctions on Democratic Republic of Congo said Congolese authorities arrested Rwandan and Congolese civilians and two Congolese army officers in October and November on suspicion of arms smuggling.

Funding for a multinational force to combat Boko Haram's deadly Islamist insurgency in West and Central Africa remains well short of its target, an African Union official said on Tuesday. So far donors, including Nigeria, Switzerland and France, have pledged about $250 million to fund the 8,700-strong regional force, the African Union's Peace and Security Council said after a meeting in Addis Ababa to discuss funding.

France aims to scale back its military presence in Central African Republic by the end of the year, its defense minister said in a French media interview, as Paris continues to count on forthcoming elections to ease tension in the turbulent African country. France currently has around 900 troops in the country. That is down from a 2,000-strong force it deployed after widespread violence broke out in 2013 involving Muslim-led rebels and Christian militias, but is well above a pre-crisis force of 300.

Nigeria's army chief of staff told an inquiry on Tuesday that his soldiers had acted appropriately during a bloody raid last month on a minority Shi'ite sect in which at least 60 people were killed. The army says the Islamic Movement in Nigeria had tried to assassinate its chief of staff, Lieutenant General Tukur Buratai, when members of the sect blocked his convoy in the northern city of Zaria in December. The following day the army said it had raided several buildings connected to the sect.
