A BILL

To amend the Andean Trade Preference Act to add Paraguay and Uruguay to the list of countries that are eligible to be designated as beneficiary countries and ATPDEA beneficiary countries, and for other purposes.

    Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the `ATPDEA Expansion and Extension Act of 2009'.

SEC. 2. AMENDMENT TO ANDEAN TRADE PREFERENCE ACT.

    (a) Addition of Paraguay and Uruguay to List of Eligible Countries- Section 203(b)(1) of the Andean Trade Preference Act (19 U.S.C. 3202(b)(1)) is amended by inserting after `Colombia' the following:
    `Paraguay

    `Uruguay'.

    (b) Certain Articles From Certain ATPDEA Beneficiary Countries Eligible for Preferential Treatment- Section 204(b)(3)(B) of the Andean Trade Preference Act (19 U.S.C. 3203(b)(3)(B)) is amended by redesignating clause (viii) as clause (ix) and inserting after clause (vii) the following:

          `(viii) CERTAIN WOOL TEXTILES-

            `(I) GENERAL RULE- Any apparel article classifiable under a subheading of the Harmonized Tariff Schedule described in subclause (II), if the article is both cut and sewn or otherwise assembled in the United States, or one or more ATPDEA beneficiary country, or both.

            `(II) SUBHEADINGS DESCRIBED- A subheading described in this subclause means any of the following subheadings of the HTS:

            `(III) OTHER REQUIREMENTS- Rules similar to the rules described in clause (vi) shall apply to articles eligible for preferential treatment under this clause.'.

    (c) Termination of Duty-Free Treatment- Section 208(a)(1) of such Act (19 U.S.C. 3206(a)(1)) is amended--

      (1) by striking `or Peru' and inserting `, Paraguay, Uruguay, or Peru'; and
      (2) by striking `December 31, 2009' and inserting `December 31, 2012'.
